Duties and ResponsibilitiesThe position is located in the International Tax and Development Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office (FSDO) of the Department of Economic and Social Affairs. The FSDO works to advance policy and action on financing for sustainable development to support Member States and other stakeholders in achieving the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development by providing thought leadership and agenda shaping, promoting multistakeholder dialogue, identifying policy options and best practices, and offering advice and support for capacity development in key areas. More information can be found at: This Terms of Reference supports the implementation of the project “Boosting the resilience of infrastructure assets and planned large-scale infrastructure investments in SIDS through risk-informed infrastructure asset management policies and practices” in The Bahamas. This initiative, implemented by UN DESA, aims at strengthening the capacity of local government officials and future public asset managers to design and implement a risk-informed and whole-of-government approach to sustainable Infrastructure Asset Management (IAM). The project provides comprehensive training for public officials in The Bahamas, equipping them with the skills to design, implement, monitor, and refine forward-looking, data-driven IAM strategies, policies, and action plans. In this context, FSDO will engage the services of a national consultant to provide substantive support to the implementation of project activities in close coordination with relevant government officials and other stakeholders, international consultants and UN DESA staff. The national consultant’s role is to provide local contextualization, facilitate stakeholder engagement, and contribute to the design, adaptation, implementation and follow-up to all IAM project activities in The Bahamas. Work Assignments Under the supervision of the Senior Economic Affairs Officer, International Tax and Development Cooperation Branch (ITDCB), Financing for Sustainable Development Office (FSDO), the national consultant will be responsible for the following work assignments: 1. Design and implement diagnostic activities in six local governments, including liaising with focal points to confirm participating entities and contacts, developing an implementation schedule and stakeholder engagement plan with national authorities, and reviewing existing sectoral or national frameworks relevant to IAM in The Bahamas to contextualize the assessment. 2. Apply the UN IAM Diagnostic Tool to six select local governments, including supporting self-assessments by participating entities, conducting on-site interviews and document reviews, guiding staff in identifying current practices, roles, systems, and gaps across policy, finance, climate risks, and service delivery, and ensuring meaningful participation from technical, financial, and leadership personnel. 3. Analyze and prepare Asset Management Profiles, including analyzing diagnostic data to develop findings and recommendations, drafting customized 30 page profiles for each entity summarizing practices, strengths, gaps, and priority reforms, and presenting draft profiles for review and feedback by the UN IAM team. 4. Provide substantive input to the preparation of training content, including reviewing relevant training materials and coordinating with the international consultant on delivery plans; identifying national policies, strategies, data systems, and institutional arrangements relevant to IAM; compiling local case studies, examples, and challenges for each training topic; and customizing training materials by integrating national references to ensure relevance for participating entities. 5. Deliver and co-facilitate two in-country workshops, including introducing national institutional, legal, and policy frameworks to contextualize IAM principles; providing local examples of IAM application or challenges; facilitating discussions, Q&A sessions, and peer learning by linking international concepts with local realities; assisting in the interpretation of technical content; and guiding participants through practical exercises on action planning (AMAPs), data challenges, climate risk assessments, and portfolio management. 6. Provide substantive support to the implementation of AMAPs, including visiting each participating entity to review and refine the AMAPs developed during the workshop; coordinating pre-visit planning and preparing tailored support checklists; conducting meetings with leadership and staff to validate priority actions and assess feasibility, data quality, and institutional roles; providing technical advice on operationalizing AMAP pillars, integrating actions into budgets and workplans, and mobilizing internal or external support; facilitating working sessions to assign responsibilities; and drafting mission notes summarizing findings, revised action items, immediate next steps, and identified support needs. 7. Provide substantive support to the two workshops on the national enabling environment, including collaborating with the international instructor to adapt training materials to the national context; reviewing national and subnational policy, legal, and institutional frameworks; identifying government strategies, plans, or legislative texts relevant to IAM; selecting examples of national asset management policies or mandates for discussion; and engaging key national stakeholders to ensure balanced participation. 8. Implement and co-facilitate workshops on the national enabling environment, including presenting the state of IAM policies and common implementation gaps; facilitating breakout sessions on policy design, alignment with national strategies, and integration of climate resilience; guiding participants in mapping institutional environments and identifying missing enabling factors; translating international practices into locally relevant language and approaches; and supporting post-workshop follow-up through participant feedback, recommendations for reforms, and contributions to the final workshop report. Qualifications/special skillsAdvanced degree in engineering, business, project management, public administration, urban planning, economics, or related field is required. A bachelor’s degree with two additional years of experience may be accepted in lieu of an advanced degree. Minimum of 5 years of progressively responsible experience in infrastructure, infrastructure asset management (IAM), or urban development, with demonstrated expertise in areas such as asset inventories, lifecycle planning, service delivery, public sector investment planning, or institutional capacity development is required. Familiarity with the Sustainable Development Goals (SDGs) and UN IAM tools is desirable. Familiarity with global asset management standards and geographic information systems (GIS), is desirable. Knowledge of The Bahamasan public sector and infrastructure systems is required. LanguagesExcellent oral and written communication skills in English is required.
