Description

The Eastern Kentucky Veterans Center (EKVC) is a 120-bed long-term care facility providing skilled nursing and rehabilitative care exclusively to Kentucky’s veterans. EKVC is proudly operated by the Kentucky Department of Veterans Affairs and was built with a single purpose, to honor and care for those who have served our nation.


We are currently seeking a knowledgeable and detail-oriented Human Resource Specialist Senior to join our team. This role is vital to ensuring accurate payroll and benefits administration, and providing direct support to our employees and managers. Responsibilities may include, but are not limited to:

  • Manage payroll functions including processing, adjustments, supplemental payments, leave payouts, and off-cycle checks.
  • Conduct regular payroll and timekeeping audits, ensuring compliance and accuracy.
  • Review, maintain, and correct employee time records, time exceptions, and timesheets.
  • Process and manage employee benefit selections in the personnel system.
  • Ensure accuracy of health, life, and optional insurance deductions, as well as manage arrears and overpayment corrections.
  • Support employees and managers with payroll, benefits, and timekeeping inquiries.
  • Prepare, maintain, and audit personnel, payroll, and benefit files (physical and digital).
  • Generate reports related to payroll activities, leave balances, and time punches.
  • Conduct new employee orientation sessions covering payroll and benefits enrollment.
  • Manage documentation and processes for workers’ compensation, sick-leave sharing, and retirement service purchases.
  • Perform additional HR duties as assigned to support the department.

  • Detail-oriented with excellent organizational and auditing skills.
  • Effective communicator with the ability to provide technical assistance to employees and managers.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.




EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in human resource administration.




Substitute EDUCATION for EXPERIENCE: NONE




Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.

Working Conditions

Incumbents working in this job title perform duties in an office setting. Occasional travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
