Job Description

**MAJOR RESPONSIBILITIES / DUTIES / TASKS** + Perform all work safely and with the utmost concern for the safety of self and other employees. + Perform all work in compliance with environmental permits and regulations. + Be at work when scheduled and maintain a good attendance record. + Under limited supervision, responsible for moderately complex technical work in a wide range of environmental, safety and health disciplines to achieve compliance with ES&H standards along with federal and state regulatory requirements. + Perform basic systems safety tasks. + Knowledgeable in the application of Army Regulations to facility plans and procedures, specifically: + AR 385-10, The Army Safety Program + DA PAM 385-64, Ammunition and Explosive Safety Standards + DA PAM 385-65, Explosive and Chemical Site Plan Development and Submission + Maintain current knowledge of specific government agency requirements. + Exhibit knowledge and apply fundamental concepts, practices, and procedures of their environmental specialty. + Independently determine and develop approaches to solutions. + Implement and maintain safety and health programs, systems, and procedures. + Monitor and prevent hazards and diseases in the work area. + Investigates accidents, injuries, and complaints concerning hazards in the workplace. + Recommend improvements in processes, procedures and operating equipment to minimize hazards. + Conduct employee training and assure quality of programs. + Provide regulatory interpretation and technical advice. + Communicate all relevant information from management to other shift personnel when necessary. + Participate in the PRODS SDC inspection program. + Perform hazardous material inspections as needed. + Conduct NEW and feed evaluations for the SDC. + Prepare, modify and track hazardous waste manifests as required. + Conduct environmental and safety inspections and compliance evaluations as directed. **REQUIREMENTS / SPECIFICATIONS** **Basic Qualifications:** + Bachelor's degree in Safety, Health or Industrial Hygiene, Environmental or related field such as Engineering, Chemistry, Biology, or other sciences and a minimum of 2 years of experience. + Must be a US Citizen or naturalized citizen able to obtain and maintain site access. + Must be computer literate in common software applications and able to operate general office equipment. + Must be 18 years of age or older. + Must be willing to work overtime, varying hours and/or rotating shifts. + Must be willing and able to work in an industrial environment that is in close proximity to and/or in a demilitarization facility. **Minimum Qualifications:** + Familiar with OSHA General Industry Standards. + Possess strong organization skills with the ability to coordinate and prioritize projects. Able to adapt to changes as they occur. + Must be detail oriented and possess the ability to manage complex and varied projects. + Good communication skills to provide technical assistance, presentations, and/or training to office and field operations. + Good writing skills and working knowledge of common word processing, database, and spreadsheet applications. + Experience performing field assessments for safety and environmental compliance on operational treatment equipment and processes. + Previous experience conducting job hazard analysis in an industrial setting. + Experience reviewing, preparing or coordinating regulated waste disposal and shipments to a TSDF to include previously preparing or reviewing uniform hazardous waste manifests. + Experience with a military or OSHA approved Lock Out/Tag Out program. **Desired Qualifications:** + Field / site experience within environmental, safety and health related areas in a chemical process, demilitarization, construction, oil and gas or related military experience. + Graduate Safety Practitioner (GSP), Occupational Safety and Health Technologist, Construction Health and Safety Technician (CHST) Certification, Occupational Health and Safety Technologist (OHST) Certification, or Certified Industrial Hygienist (CIH). + Knowledgeable of Safety and Health procedures as they apply to Demilitarization Facility Construction, Systemization, Commissioning, Operations, and Closure. + Knowledge and experience relative to operation and compliance activities for a Static Detonation Chamber (SDC). + Knowledge of hazardous material and hazardous waste management. + Experience working with, around and tracking military munitions. + Department of the Army ammunition training to include explosive safety. + Familiar with Department of Defense Explosive Safety Board (DDESB) siting and safety requirements for an energetics treatment facility. + Basic understanding of Net Explosive Weight (NEW) determination process. **Licenses/Certifications:** Must possess and maintain a valid motor vehicle driver's license **SURETY** This position is subject to the requirements of the Arms, Ammunition and Explosives Personnel Program (AA&EPP).
