Job Description and Duties

As BCDC’s Climate Adaptation and Nature-Based Solutions Specialist, you will work to accelerate the implementation of nature-based solutions for climate adaptation along the shoreline of San Francisco Bay.

You’ll be part of a team focused on improving permitting outcomes

  • You will be part of a small team that is working to improve BCDC’s regulatory program.
  • Our objective is to speed up the regulatory approval process for resilient shoreline adaptation projects that align with BCDC policies and the goals of our recently adopted Regional Shoreline Adaptation Plan.
  • To make this happen, we are implementing efforts to make BCDC’s permitting faster and more efficient, and with more predictable outcomes for applicants piloting innovative projects.  

You’ll be focused on advancing nature-based solutions for climate adaptation

  • This position has a special focus on encouraging adaptation projects that prioritize natural infrastructure solutions, which benefit ecosystems and the health of the Bay.
  • You will be responsible for developing streamlined permitting approaches for these projects.
  • You will also be responsible for identifying bottlenecks or unintended ways in which our current processes might slow down these projects, and working to find solutions.
  • You will serve as a technical expert to provide backup and scientific support to BCDC permit analysts working on projects involving nature-based solutions.
  • You will also work closely with the staff of other state and federal agencies to help align our processes for reviewing and acting on proposals for nature-based adaptation solutions.

This position is a 12 month limited term position with a possibility of becoming permanent.

Working Conditions

BCDC’s office is our headquarters in downtown San Francisco. BCDC is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with BCDC Telework Policy and Procedures.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The candidate should be an effective and analytical problem solver with excellent oral and written communication skills and have the capacity to build cooperative relationships with professionals from a variety of disciplines at multiple scales. The ideal candidate has a background in biology, coastal ecology, and/or climate adaptation planning and policy, particularly in sea level rise, and demonstrates the ability to translate science into policy, plans, and technical guidance. They understand the natural and policy context along the California shoreline. The person should be dedicated and independent. The candidate should be able to support complex projects with multiple tasks and deadlines. The ideal candidate has working knowledge of Bay Area communities, as well as familiarity with California land use and environmental issues, relevant trends in coastal and land use planning and policy, and possesses a background or familiarity with environmental analysis, research, management, planning, regulation, or investigation. Experience in a regulatory agency, as a science communicator, or in community outreach and engagement is desired.
